RESPONSIBILITY TO: Head of HR
PURPOSE OF THE JOB:
To lead on a project to create consistency in employment terms and conditions and management protocols and to achieve the key outcomes of the project as listed below
1.Design and provide a standard approach to salary management including a standardised definition of annual weeks per year to apply to all contracts, and a clear understanding of what constitutes monthly hours to be rostered across the support staff business area.
2.Produce options and recommendations on how to move the organisation to a
single organisational-wide pay date, (currently split).
3.Produce options and recommendations for an organisational wide approach to personalised leave years.
4.Produce options and recommendations for a standardised approach to overtime rules and additional hours payments rules.
5.Ensure all changes are communicated and understood by staff, and are implemented with full engagement.
6.To clearly identify and realise savings (financial and non-financial).
7.To transfer knowledge to existing staff on completion of the assignment.
Project will include:
1.Developing a deep understanding of the full range of employment Terms and Conditions applied across the business
2.Understanding the legacy systems and the new HR and Time and Attendance system and the implications of the new system across the organisation as a whole from a "people perspective".
3.Developing clearly understood and agreed proposals for change.
4.Undertaking detailed costing and cost benefit analysis of the proposed changes.
5.Developing and implementing a staff communication and consultation approach, including close liaison with the Staff partnership Forum
6.Delivery against agreed the seven key outcome areas and agreed timescales
Education & Qualifications
Education to degree level or equivalent level of relevant experience
Institute of Project Management or Association for Project Management accreditation (desirable)
Chartered MCIPD (desirable)
Implementing changes to staff terms and conditions of employment.
Staff reward strategies and staff benefit packages.
Integrated HR information systems including Time and Attendance to Payroll processing and how staff terms and conditions are managed through them.
A skill set / experience focussed upon HR strategy, policy and procedures.
Design and implementation of HR Change Projects and HRIS Projects.
Creation and analysis of HR analytics (management and business information).
Implementation of changes to employment terms and conditions.
Managing/working within projects across a national organisation.
Working with organisations with a 24/7 delivery model with multiple staff rotas, (desirable).
Business impact analysis and organisational change (including as-is and to-be operating models).
Contingency planning and change readiness.
Working with a wide range of stakeholders to define and agree business requirements (Central Support, Operational Staff and the Executive Team).
Presenting options with costings at executive board level.
HR integrated information systems from a "super user" perspective. Up to date TUPE in / out knowledge.
